What the Bill Would Do

Public Act 104-0131 (originally SB2002) consolidates multiple Illinois State Police (ISP) special funds into a unified structure[1]. Of particular relevance to gun owners, the consolidation includes the State Police Firearm Services Fund, which receives revenue from FOID card applications ($11.50 per card under 430 ILCS 65/5) and concealed carry license fees ($150 for new applications under 430 ILCS 66/10). The fund consolidation is an administrative measure aimed at reducing the number of separate special funds ISP must manage, while maintaining dedicated revenue streams for firearm services.
